Definitely Chalk!
I won't burden your readership with a reiteration of my earlier comments, but it must be chalk, for both story reasons (how could it be otherwise) and practical (should we lance this boil, or let it fester until I lose the arm?)

Charcoal! From experience, Chevenga has implicated the Emperor and his Mahid as the true risk to Yeola-e! Now that the people of Arko are in such a vulnerable state, simply give them the option of delivering their cruel rulers to Yeola-e as prisoners, or making the armies come in and depose them! Either way, once the true criminals have been dealt with, establish more hopeful and positive relations with a future Arko by letting them rebuild their miserable, broken nation, not by conquering them! Leave Arko to the Arkans!

There can only be two
There can only be two outcomes: Yeola-e conquers Arko, or Arko conquers Yeola-e.
Yeola-e might release Arko, yet Arko would never release Yeola-e.
Opposed to the war, and to either nation conquering the other, the logic is nonetheless as sharp as the Sword of the Mother.
We must do what is right, and no more, but certainly no less.

I voted chalk, swayed by the proposal put forth by the Servants of Shakora & Terera North, particular this point:
"- the Empire of Arko will continue to pose a danger to Yeola-e of a repetition of these losses and these sufferings so long as it exists, even after Yeola-e is entirely liberated in the current war;"
I would add that it might not be necessary to conquer all of Arko to remove this continual threat, if their clearly deranged Imperator could be removed from power. Another person on their throne might prove wiser and would stop threatening Yeola-e and allies without requiring a complete conquest of all their lands, and all that it would cost to do so.
